This behind closed door decision, by a committee, has caused Atlanta voters to lose faith in leaders and risk the approval of future transportation referendums. Next year Atlanta will ask voters to approve another TSPLOST. Unless transparency improves, I do not see that referendum being approved.

But House Bill 1240, introduced by Alpharetta Republican State Rep. Chuck Martin, would prohibit renewal of current TADs if they collectively reach 10% of the cityβs total tax base. Atlantaβs TADs are currently at 17.6% of the tax base, according to a city oversight commission tasked with hashing out the plan. State law already prevented local governments from creating new TADs above the 10% threshold. But this bill adds language to the law that would prevent renewals above that percentage. βIf thereβs going to be a new set of bonds issued, a new redevelopment plan β itβs a new TAD, and thatβs the way the law is today,β Martin said during the billβs first committee hearing on Tuesday.
I agree with a republican legislator from Georgia about once every 100 years, but this guy is right. The 10% of citywide revenue cap for TIFs/TADs *should* apply to "extensions" of TADs. City of Atlanta's TADs are already >17% of the tax base. Atlanta Mayor's proposed TIF/TAD 30-year...1/2
