We crave leadership, and your list is a good start. Mostly, we need these folks to tell us what the rational response should be, and then act in the ways they recommend. I need someone to tell me what to do, on a large scale, and I’ll do it.

The strategy is to “flood the zone”. Creating chaos creates fear and uncertainty, which leads us to make decisions with the response part of our brains, rather than the rational part. We don’t have a clear defense to this strategy, but we need one.
