Saw a guy at the gym wearing tight jeans, combat boots, and a button up shirt. He was doing a lot cable weights with overhead extensions, then he would jump around, sprint, and start doing really quick pushups. Then heβd start all over again. We called him Batman.

So, not knowing exactly what the capabilities of the 80s armament would be, that T800 was still in infiltration mode. Otherwise if its actions were too grandiose it might fail before reaching the target.
This is just my headcanon, but with that first infiltration unit, there might have been a governor put on that T800βs programming (pardon the pun).
Given that it asked Dick Miller for a plasma rifle in 1984, that tells me Skynetβs records were even spottier than Kyle knew. 1/2
