storage sense can do three things - delete files from recycle bin after x days, delete files from downloads after x days, and dehydrate unused but synced files from cloud storage. as someone who done sysadmin, I would say at least clearing recycle bin and dehydrating unused files is good.
organisations should do a better job of communicating changes to users when pushing new intune or group policy but also maybe your workflow shouldn't rely on using the downloads folder as long term storage

older 2G and 3G networks used circuit switched calls of which there was a global single standard/configuration. with the 3G shut off, devices that don’t support a specific carrier’s VoLTE setup (Voice over LTE) can no longer fall back to a 3G or 2G network to make calls.

it's quite feasible. you can do an IP whois to find out who owns what address space and what region it's registered to. lots of geoblocking is run via these look ups already. you can simply ban sign ups from datacentre address ranges or even compare fingerprinting data post sign up, no need for ML.
