The imperial periphery has always been subjected to fascism (since before the official title "fascism" came to exist), the imperial core gets liberalism. As capitalism comes into crisis, what has always been at the periphery now gets applied at the core.

The site has interesting articles.
I don't think the intention was to refute Dutt proper, only a small element. The article offered an alternative, expanded history of fascism through a critique of Nietzschean philosophy and arguing that fascism like liberalism is part and parcel of capitalism.
