This is a key point, and why international applicants can only claim 8% indirect costs on NIH grants - these funders also support the wider US scientific research and innovation system.
If you wanted to actively make US less competitive at science, this is exactly sort of policy that would do it:
1. Today the NIH director issued a new directive slashing overhead rates to 15%.
