It's ultimately the Anduin problem again. Any good-aligned character must hold entirely harmonious beliefs with the rest of the good guys, anyone who deviates too far is becoming a villain. Now that the Amani are firmly good-aligned, they cannot deviate from the prevailing belief of Zul'jin bad.

They barely tried with dracthyr, but it's so stark with earthen and haranir. They have zero connections to the factions, you're just a neutral adventurer tied to a faction for gameplay reasons. And we see how the dracthyr went: not a single dracthyr NPC outside the item upgrade NPCs since DF ended.

I suspect skyriding is the culprit here. They don't want players getting caught on anything and make it ridiculously open to compensate, even more than the original SMC.
I think Legion world design was too compact but they need to move the wide open spaces outside towns, not within them.
