I think a lot of it comes from their pathos of control. They are too insecure to give up any control and delegate effectively.
I'm ok with oversupply. It should drive down spot prices extremely low during peak production. If that happens we should be able to make some progress on decarbonizing some industries. It would still be a huge win if we did nothing with the extra production but make cement
