Rather than an MLB salary cap and floor, MLBPA should negotiate a change to rookie contracts. Instead of 6 years of control, 4. 2 pre-arb and 2 arb-eligible. Largely changes the economics of prospect capital and free agency. Makes it tougher for CLE TB etc to leverage rookie contracts.

The Rays are super interesting this offseason. Their stadium situation likely to affect revenue. They've got Yandy, Brandon Lowe, Jeffrey Springs, and Peter Fairbanks making money and lots of top prospects near MLB. Would make sense to reload this offseason.
