One reason I love these books and its franchise so much is because it mirrors practises from our current societies so well. Collins as author was able to have the fictional propaganda be such a topic of debate that people argue in favour of it and don't even realize it. Terrifying, but brilliant
Regardless of the reapings being rigger, Katniss isn't a "chosen" hero. Many argue they can't be rigged because the "odds are never in your favour" but even if she was "chosen", the odds are *still* never in anyones favour but Snow's. THAT is the message of the books, not that she is a "random" hero
Yet so many readers are still convinced the reapings are completely random, even when those odds are statistically too improbable to be real, just because the Capitol says they are.
