Either they did the crimes or,
They saw the crimes and didn't stop them or,
They didn't report them or,
They covered them up or,
They supported any/all of the above.
I don't think there is innocence to be had for a single one of them.

Frankly, that ship has sailed without Congress.
This should be the offense that sees the president removed from office for his crimes, then prosecuted for them.
