Didn’t get introduced last Thursday on the regular agenda announcement because it was still getting worked on, so we have to “suspend the rules” to introduce it this week instead of next week. Suspensions are typically rare but not during exigent circumstances like these.

Not sure! I’m leaning no because I can already “count to 4” (out of 7) on it. But it’ll get introduced under suspension tomorrow and public hearing will be not this Wednesday but next.
