...to admit you know people are suffering. It's also an admission to the damage already done and that's important. That alone justifies the cure and what many will have to answer for no matter what there options or the one they choose.
So what's the hold up for treating victims and doing something about this? Unlike cancer there is an accepted solution and it has to be enacted before anyone or anything gets better. If you had a cure for cancer could justify withholding it for the same reasons? Hell of a way...
Something to consider, the Norwegian scientist that the CIA & Pentagon deemed damaged enough to receive care at Walter Reed spent minimal time under the weapons effects & exp'd less than 5% of what its capable of & entails.
AHI victims have spent years being targeted daily.
