What does this mean for democracy? π€
If we keep measuring participation through a masculine lens, we systematically undercount women's democratic engagement.
We also find that gender gaps are remarkably stable over time β but national context matters. Women in more gender-equal societies participate significantly more. π
Gender "gaps" in participation often reflect how politics has been defined to privilege masculine modes of engagement β not women's disengagement.
Women vote, sign petitions, and boycott as much or more than men. Men dominate contacting politicians and party work. When we account for political interest, gaps in demonstrating and posting online largely disappear.
Using 10 waves of the European Social Survey (2002β2020) across 26 democracies, we examine 8 forms of political participation.

This is a good way of putting it. Democracy requires bureaucracy and fixed rules; since collective decisions can be made only occasionally, the system has to be on autopilot most of the time. A system based on personal hierarchy and domination can rely more on command and less on administration.
