Yeah, 7 digit commonly works within the same area code for POTS and cellular, I’ve made it work in VoIP for years for ease of use

I'd probably still try to make a rule work for the 9+7-digits lol, call it idiot proofing

This is why a always try to add a rule to the dial plan that prepends a 1 and the local area code when only 7 digits are dialed, had a whole client's office staff screaming for 7 digit dialing ~15 years ago and have been adding it ever since.
