Regarding the frequency of amendments depending on whether there was a difference between majority control of both chambers, he found there wasn't a substantive difference. Although that finding should be viewed in the larger historical context and is from a different era than today.

Although in a much earlier book "the Senate of Canada" by George Ross notes that the frequency of amendments during majority control of both chambers didn't result in a complete absence of amendments but the Commons amended more Senate bills proportionally between 1867 and 1913!

The academic thesis to explain the fallows is that the Senate's influence shifted towards internal caucus discussions given the majority party control of both chambers.
The converse is the spike of amendments after a change in government to a different party.

If my memory is accurate, the Tories had an outright majority in the Senate by July 2010, combined with the majority in the House of Commons in 2011 would be the basis for the lack of amendments.
I have a graph of a similar fallow during the end of the King / St Laurent era, I need to find it.

Why a one-seat majority might be the worst-case scenario for federal Liberals
National Post fleshes out a roadmap of the various procedural moves the Liberals could take were they to become a majority government.
With the CPC floor crossing & if the Liberals win all 3 by-elections, they would have a 1 seat majority government.
The Speaker is limited on how they vote: only if there is a tie and they follow certain practices to preserve the status quo.

That is my count as well Brian. If the Liberals win all 3 by elections they would have their 1 seat majority government (which has significant limitations on how the Speaker votes)

I hope that the Supreme Court does eventually provide a written decision for their bench ruling. I would expect it to follow their prior rulings when an irregularity materially affects the results of an election.
