Some kinds of shifters and brakes yes. Like the big chunky mountain bike front/back shifters yes. Grip shifters worked better though. Road bike brifters not at all. Brakes are fine usually because the levers are further away from the bars.

You can still be location-tracking averse. Drawing a route on RWGPS or Strava and uploading it to Epic Ride Weather doesn't require you to ride that route while your GPS is recording. In fact if you know where you're going, you don't have to use a GPS or a phone at all.
Neither app lets you draw your own route, I'm afraid. They just analyze routes created elsewhere. You can use anything that can create a GPX, TCX or FIT file and upload the file, though.
Have you tried Epic Ride Weather or MyWindsock? You feed them routes from Strava or RideWithGPS and they tell you how the wind and temperature will affect your ride. They just talk in terms of added effort. They leave the judgement and self-loathing to you.
