Clip Studio feels kinda weird to animate in, but if you're used to the program for illustrations already, I recommend making use of hotkey remapping. Toonboom is overpriced and more node-based (a bit annoying). I liked Krita for a free option, but my heart belongs to free Macromedia Flash.
