Without meaningful conditionality, EU policy risks legitimising and financing the very system it claims to oppose.
This raises urgent questions for the EU. Despite deepening political ties, trade preferences, and development assistance, EU engagement is now colliding with clear evidence of kleptocracy, repression, and Kyrgyzstanβs growing role in Russian sanctions evasion.
This system of corruption has evolved into full-scale state captureβhollowing out rule-of-law institutions, enriching a narrow circle of insiders, and dismantling independent mediaβwhile increasingly aligning Kyrgyzstan with authoritarian interests, including Russia.

Over the past 10 years, the richest 1% captured 41% of new wealth since the year 2000, while the bottom 50% of humanity have increased their wealth by just 1%. High wealth inequality in particular undermines both democracy and economic progress.

International crimes are possible because of their funders, enablers and profiteers. Existing responses to such conduct are inadequate. We call on all stakeholders to commit to bringing to account those who fund or profit from international crimes.

Transnational repression (TNR) is when governments reach across borders to silence dissent among exiles. We've seen a dramatic increase in the use of TNR. We call on the UK Government to create a new sanctions regime targeting perpetrators and enablers of TNR.
