Ah, ok. No, the army as a whole hadn't deployed for active duty for the better part of two decades. But of course a considerable part of the officer corps had, given the dual nature of the Danish-Norwegian force where officers could and frequently did move between regiments and institutions.
Also not entirely sure what you mean by "garrison army". Although Norwegian strategy vs Sweden was very much defensive, the mobiliseable field army was very much expected to maneuver and fight in the field, and it did in 1808-09.
Field Commander is fair.
The lack of funding is a major and recurring theme through the period, but that impacts all aspects of the army. Difficult to accept it as sole explanation when some parts of the army works well, while others not.

A lovely October weekend in Libertwolkwitz for the 212th anniversary reenactment of the Battle of Leipzig. First time back since 2013, this time as part of a very small composite grenadier coy with Gordons and KGL. Good to be back in the field again.
