I work in water in the western US. I live now and grew up in rural Arizona. For three decades in between I lived in major cities. I am clear on the give and take between the two and can absolutely say the giant metro closest to me now is hugely subsidized by the water sent there from rural areas.

Nearly all infrastructure grants for rural water systems come from federal EPA, USDA & HHS - direct or state passthru.

Yes, these communities are poor. They rarely have the economic resources to support their infrastructure.

But does that mean they don’t deserve the same delicious Hetch Hetchy drinking that San Francisco enjoys ≈180 miles away?

How about Las Vegas’ draining water from ecosystems & communities from hundreds of miles away? (State Water Engineer ultimately denied the permit.)
