In white collar crime investigations I've found that there really are good guys and bad guys. 90% of investigations quickly fall into overwhelmingly positive recommendations or a litany of horrors.

This criminological insight gives me an idea. Don't give bad guys nuclear weapons.

I had an aunt & uncle who lived in Shangai in the 30s. He worked for BT. They lived in an apt in the International Settlement. They lived a posh life until the Japanese invaded & they spent 3 years in an internment camp.
