They file a return as a condition of maintaining citizenship, but if the amount they pay in their country of residence is higher than they would pay in the US, it's just a paper effort, no additional taxes are due (provided there is a tax treaty between the countries).

I'm Canadian, and I've never asked anyone, anywhere, at any time who they voted for. And no one has ever asked me. We believe it's no one else's business.

And in Canada, we don't declare a party affiliation when we register to vote. We're allowed to change our minds, so it's not relevant.
