Lol, maybe stick to business hotels like Smile Hotel e.t.c. as they can be reasonable and have all amenities? Toyoko Inn is ok but can be pricey but you know what you're getting.
Stayed in a tatami mat single room, shared bathroom & on-site sento in Osaka few years back which had air con, TV, fridge in room for ยฃ9/night but it was in a district near Shin-Imamiya which can be bit dodgy but was ok as round corner from Tsutenkaku, was great for 2 nights
