Letter by Senate of Burundi, 14 August 2020: „Son Excellence Honorable Président de la Bundesrat à BERLIN Honorable Président, En 1885, lors de la Conférence de Berlin, les Gouvernements européens ont donné le Burundi à l'Allemagne comme colonie. Au lendemain de la conférence, l'Allemagne a attaqué le Burundi pour l'occuper. A l'issue d'une résistance à l'occupation allemande par le Roi Mwezi Gisabo et son armée sept ans durant, plus de sept mille Barundi ont été tués et un tribut de 424 têtes de bétail a été imposé au roi Mwezi Gisabo par les Allemands en 1903. L'occupation du Burundi par l'Aliemagne a eu des conséquences graves sur son avenir. Sans cette agression, ce bétail se serait multiplié et aurait servi considérablement au développement du Burundi. Dans le but de gérer ce contentieux historique très malheureux et dans l'intérêt des peuples allemands et burundais, le Sénat de la République du Burundi vous propose de mener, conjointement, toutes les démarches nécessaires destinées à la réparation des torts et préjudices causés au Burundi et aux Barundi. Le Sénat de la République du Burundi vous propose les actions suivantes pour faire en sorte que les générations allemandes actuclles et futures ne trainent pas indéfiniment des responsabilités malheureuses dont elles ne sont pas auteurs : 1. Envisager la réparation : - morale en demandant pardon au peuple Barundi ; - financière pour les morts, les confiscations, les destructions et le tribut de 424 vaches imposé arbitrairement au Roi Mwezi Gisabo et au peuple burundais; - matérielle par des contributions à la construction d'ouvrages d'intérêt public (hôpitaux, écoles...) dans des endroits plus marqués par les corvées, le portage et la déportation des hommes, et même souvent des femmes et des enfants, au cours de la guerre et autres travaux d'intérêt colonial ;…“

Participer financièrement à l'organisation des débats au niveau national autour de la question « ethnique » au Burundi afin d'avoir des idées sous-tendant des politiques d'harmonisation de la société burundaise ; 3. contribuer financièrement à écrire un manuel scolaire incluant l'histoire coloniale et l'histoire des conflits au Burundi depuis l'époque coloniale jusqu'aujourd"hui; 4. Créer un cadre de discussion Burundi-Allemagne pour l'identification et le rapatriement des archives sur le Burundi. Une fois que vous vous serez appropriés de ces actions, vous jouerez votre rôle parlementaire en amenant votre Gouvernement à les mettre en œuvre, en étroite collaboration avec le Gouvernement du Burundi. Le Sénat de la République du Burundi se tient à votre disposition pour le dialogue et les échanges dont vous aurez besoin afin de mener à bien ensemble les démarches pertinentes.
