im all for these programs, i just dont understand the rationale for deep discounts. these are the deepest-pocketed riders and systems should be recovering as much as they can
i guess my point is why subsidize these rides at a higher rate than everyone else, when these institutions can afford to pay more. they benefit enormously from participating beyond the direct services received
