but typically if you feel like what you're doing might be too ecchi it's always best to just flag it as suggestive/NSFW anyways just to make sure

I think it depends on the intent? To me, underboobs are typically suggestive but they don't cross the NSFW line unless you heavily emphasize them, like reaaaaaally close to flat out showing nipples (silly sketch to demonstrate)
