Apparently I've shared this before but reflecting again, I think it's most pertinent that people hate their "normal" preferences becoming less normal. There are loads of people in the world for whom normal was never an option and you generally don't see this from them. They want to be acconodated.

In general it seems like no, it was only the pope using papyrus at this point. Paper reached Egypt in large quantities in the 10th century and Egyptian papyrus production declined rapidly. Norman Sicily was probably the last papyrus producer and supplied the pope into the 11th century.
