He only cares about ruling over people, and so he copies progressive language and only helps people for photo ops. He uses others to get what he wants and mind you, he never had a plan to actually *get up* to Heaven and got tons of sinners vaporized in the end.

Some people don’t seem to get that crooked CEOS and fascists like Vox take advantage of vulnerable and oppressed people. Vox never cared about sinners getting killed in the exterminations, he thought it was funny to watch it from a drone in the first season and he’s got a collection of gore videos.
