Yes, 100% this. I remain concerned that the metanarrative of funding can easily ignore the actual needs and practices or even purposes of "cultural policy" and those working within its purview, but I agree with you (and with David) here.
A fundamental flaw, at least as my admittedly limited research suggests, is that the sector does not all believe that all we need is "more money". They desire agency, voice, and recognition of value beyond simply budgets. I argue this is true of policy enactors as well, if not policy makers.

So here's my thing. Can the auditors general of each province do a comprehensive review of university finances? Because I seriously don't get how these huge monster corporations (and that's what they've become) are crying poor. I really don't.

A vital conversation that invites a wider question many are tackling of how we are funding artistic work in this country. Public and private money have place, both need to privilege the voice of the artist: as witness, as critic, as provacteur. More from me on this coming in the new year (I hope!)
