The government literally went after multiple companies simultaneously and quickly to figure out who that guy was. They wouldn't have done all that if he was just some 4Chan troll. In corrections, if one inmate disappears or is unaccounted for the entire facility shuts down and outside groups start getting notified of a possible escape. To me it reads like somebody fudging the count to create the appearance of normalcy where things were far from normal. It's weird because it doesn't happen. They track every inmate in the facility thoroughly. They all have to be accounted for without exception, every count. The inmate counts don't just change mysteriously without literal panic.
