Viv is one of the most powerful magicians is Isaia, and has grown accustomed to being a weapon.
Silver's the opposite; being half-blooded, her magic only makes people distrust her.

Lord Kandaia is the current ruler of the Kandaia lands. His is the highest rank, and he has final say over matters in his lands.
He's generally a fair man, but also incredibly hard. He doesn't stand for criminals, nor rebels or revolutionaries on his lands.

Telepaths in Isaia are required to either restrain their magic or have a registered Handler when in public. This is because telepathy is considered both highly invasive and dangerous, bring able to change, control, or destroy parts of who a person is.

Luca - assassin for hire.
Viv - mercenary
Silver - thief
Brigid - arsonist
The Pirate - smuggler
None of them have a great relationship with law enforcement.

This varies across the lands of Isaia, largely dependent on the ruling Lord.
Broadly speaking:
Kandaia, Axletha, Orani: Very strict and draconian laws. Beatings, whippings, and executions as common punishments.
Loen: Trying to be draconian, failing.

The ruling Lords of the lands have ultimate control over the laws. Some are agreed on by all of them, while others vary by Lord and land. Councils can suggest new laws, but the ruling Lord still has to agree.

Silver can be competitive! It's more about the competing than the winning for her though. Her conflict-avoidance comes from disliking the idea of people getting hurt, so having someone else does help.

Time runs differently in the Nowhere Tunnels. It's unknown whether it stops or just runs really slowly, but less time passes inside than outside.

Silver can appreciate her aims, and that Phìdene's military is probably different from her own, but it might still be a problem in the long run (Silver has some major military hangups lol). But hey, she's down for most things that look fun, at least for a little bit!

I agree, there's a lot of similarities there. The military career *might* be a problem for Silver if Phidene's still active military, but if she's up for some adventures Silver's there. She's also a magician (telekinesis), which I see is mentioned on Phidene's profile.

Joining in with my half-human half-elven Silver, because Silver is ALWAYS down for a good time.

I agree with all of this. Viv is known in-universe to be OP, but in most of my books, it doesn't solve the problem.
Although that line does kinda give me a silly idea to do a post-Blackliners story about Viv and Varra just... solving inane minor mysteries where her firepower is utterly useless.

Alternatively, there are big events, a key example being the sickness and fires during the war, that are stated as being 'inevitable,' however, the when, where, and why of them could have been many different things.

For example, my main prophet character's abilities mean that they'll only say something once it's certain. If someone is still undecided on a course of action, then they'll see the future shifting and can't predict the outcome.

Generally speaking, yes. Elvens believe the future is always in motion and there's no such thing as fate. For the very few with psychic abilities, they're usually either very hyper-specific, or very broad.

Of those, only one is actively known of and used by other characters, who use them as a military tool.
