Depending on one or two random crazy people who hate snow to clear it, is an awesomely dumb plan.

And some people really cannot. One neighbor is 80-some, another is in her 70s, another is a tiny woman whose husband was out of town. But another guy appears to just be lazy.

"Is it reasonable to expect that" is the most interesting question. Empirically, no, because we see that it does not happen. And for an earlier storm, I was (far) away (family medical emergency), and because I left in a hurry did not have time to get the snowblower repaired, so, oops.
