considering the last time Spain helped (Iraq) there was a huge terrorist attack with more than 200 people on a train explosion (2004), and seeing as Iran is attacking all US base at reach... well, it totally makes sense the refusal if you ask me.
Military speaking, Spain denied USA the Spanish-USA joint bases (under Spanish souverign) for activity and refueling because the attack is not according to either UR charter or NATO alliance rules, hence Spain has no obligation to help.
Hence now the Trump attitude as if was a major betrayal.
