Also, I guess there's a limit to how much you can deduct from federal taxes based on donations to other things. So -- I agree with you that I don't see how California can stop paying federal taxes without somehow convincing many individuals to break the law.

It was self-funding: you donate $X to a special state fund, and deduct $X from your federal taxes. Then the state lets you deduct $X from your state taxes (but they have that fund, so they lose nothing). Still, though, you're right that state tax < fed tax.

The article refers to a scheme where you donate money to a state fund, which you can deduct from your federal taxes, and then the state deducts that from your state taxes. So it's kind of a fake charitable donation to get individuals out of paying (some) federal taxes? Not sure if it would work
