Yes. www.oulunliikenne.fi , choose bicycle symbol, from the menu enable weather stations (that way you get the bike and foot path weather stations only (that include these cameras) and click on a weather station. There's also plenty of other cameras which are more focused on motor traffic.

Dedicated 🚲🚶 weather stations & cameras in Oulu give a peek at traffic & maintenance. Snow’s been falling for hours now, and this path has already been plowed twice today, before 01:30am. This camera managed to snap someone casually pedalling at 1:30, just one of many enjoying the 24/7 maintenance 🤌

Today is a very good day for that. I'm sure tomorrow's not bad either though 🤌

This is one of our main cycling and walking routes (#8) and here we have a 5 km stretch with ZERO at-grade crossings w/ motor traffic. I repeat, it's physically impossible to meet any motor traffic here. So it is very peaceful, safe & comfortable to ride & walk completely uninterrupted. Just bliss.

You absolutely should. Also, right now's the perfect time 🤌

That's one of our main cycling and walking routes (#8) and right here it has a 5 km section with absolutely zero level junctions with any kind of motor traffic. So it is indeed very chill, peaceful and comfortable. Not to even mention safe. Just bliss.
