I agree with your points about why biking is unsafe, but I don’t think that’s why people are telling you to be safe. It’s just a polite way to say goodbye, in the same way that someone saying “have a safe flight” doesn’t mean they think you’re going to die in a plane crash

I’m not sure what the context is, but that’s a fairly common thing to say about any mode of travel. “Have a safe flight” or “drive safe” are just as common.
