He went with the staredown, because his insight was off the charts at level 1. He got a 26 and my half orc thug got a 6. The atmosphere definitely changed and it allowed other plays to hop in and go "Hey man, this might not be worth it, we could mess you up"

#GM tip from my game last night. When your player is trying to be badass in front of some thugs, slow time down, and let them be unique in their approach.
I asked the player "This thug is snatching your pipe, do you want to stop them snatching it or stare down so they lose their nerve?"-

Even if you need to say " I'm not sure what you've procured but I'll make sure that it's something good" and return to it next time, players want to use their abilities and have fun.
#GMtip when in doubt, make sure that player's abilities are rewarded. To the best of your ability you should let players use their abilities and reward them.
If a thief is able to procure an item after pickpocketing someone, make sure that it's something useful!

But I always err on players having fun and using skills they actually are trained in, if it makes sense to me. Don't forget, characters are different too, and probably read the world in different ways!
I could easily see a military guy using Tactics to create a boost for a Morale test, etc.
#GMtip from running Traveller for the first time on stream. The skills are pretty malleable, I've tried using certain skills for more than just one purpose.
