In Australian languages, it gets worse: most of them have two 'rhotics', /Ι»/ and /r/, and they behave quite differently in terms of phonotactics and alternations. /Ι»/ behaves like the other semivowels, /j/ and /w/, and can alternate with /j/, /r/ behaves like the other liquids to some extent

I would regard them as sound changes if by sound changes you include all realisations/reflexes of the proto-language inventory.
