This is proved to not be the case as A) the aggression of Civ leaders was never stored as an unsigned byte, B) Ghandi's low aggression level was shared by several other leaders, and C) no level of aggression can cause the leader to act more than 'level 3' aggressively, also shared by other leaders.

That is the oft-cited urban myth, yes. Was actually a joke first made by a user on a TV Tropes page, which then got cited as fact, and then referenced in later Civ games as an in-joke.

Mostly because it was created, at least in part, with the stated intention of returning to Trek's episodic roots, having heard a fair amount of wearyness from fans with serial prestige TV stuff. Whether or not they succeeded in this is of course a matter of opinion, but that was the intention.
