The Republicans can, but only if almost all of them are there, calling them back from their reelection campaigning.
My point is to make it as agonizing as possible by calling constantly for quorum and making sure they can't conduct their business as usual.
They do need Dems there for quorum, though. And rejecting unanimous consent and breaking quorum would be excellent ways to slow all of this to a crawl and maybe even get something positive out of it.
The goal of Democrats should be to turn Mullin into a spectacle of stupidity and slow roll his nomination process by every means available to them.

Noem is gone, but DHS remains a weapon to be pointed at all those who resist the authoritarians in office.
It was the same funding bill the Republicans already put on the floor, so it deserved the same vote the second time around: HELL NO. Funding DHS is funding our own destruction.
We all need to get better on our individual privacy protections and get loud as hell about the protections we demand from the government. ID laws, consumer tracking, compiling dossiers on citizens, these need to be red lines for any kind of New Deal in the age of ICE.
