The basic clue is the words of David Lynch/Gordon Cole: in the third season of TP we follow life inside the Black Wigwam + we follow Laura Palmer + agent Cooper efforts to change the unfortunate past.
From the perspective of the logic Gordon Cole followed, everything turned out well: Laura didn't die, Judy lost, and Cooper proved that he could still reverse an irreversible fate.
The sound of Sarah calling Laura’s name is lifted from the Pilot, and if Laura ran away the night before she would never have heard this exact sound ... Laura is young again ... Judy lost
