I can see that kind of thing happening if the person dealing with the submission doesn't use R or wants to avoid the delay of rerunning long running code to generate figures (if the direct data inputs for the figure weren't saved). It's a bad approach, but I can imagine someone making that choice.
Or it's an opportunity to craft a montage of contributor photos that looks like an AFNI logo when downscaled to 1000x1000
Despite what the guidelines say, the maximum figure size is 1000 pixels in any dimension, not just width, so if you, like me, have been trying to get away with a long skinny figure, it'll get downsized.
