Holt said the objective for those in support of the legislation is laid out in the bill itself β€” colorblind, sex-neutral admissions and nothing else thought of than merit, which he called the β€œultimate goal of the Civil Rights Movement in this country.” The bill passed through the House with a 57-34 vote.
