In theory the site or app could query an anonymous code from the device already set up ahead of time, then deny access to children, without the app needing to know your information. Things like Microsoft or Steam accounts older than 10 years old (and some are 20+) can be presumed to be adults.
If you're saying "Teens have too easy access to adult materials" then the device itself can know your age when you purchase & set up the device. I imagine not many teens are purchasing their own $1000 phones & phone plans.
But parents are already refusing to use those tools.
Age verification laws don't stop this though, and even if your plan is to 100% segregate all 17> users, forcing all adults into this teen category *especially* doesn't do this.
