Interesting to observe the "four reform initiatives supported by biz and philanthropy" press release the City just happened to publish on the same day as this story, and the related presentation tour, through this lens (diffusing and depleting the energy and attention of the public)
This is a very good explainer of how CPD, empowered by politicians and bureaucrats to do so, has used the consent decree process to burn through countless hours of residents' time while failing to meaningfully address their concerns.
