My brother Nat is often, and erroneously, referred to as Nate. Or at least that's been the case since Nate became a popular name. My parents wanted to refer to him as Nathaniel, but I think they decided it was better for him to have a moniker he could easily pronounce.
I suspect we're not communicating well, so let me try again. I read the original line to mean that striving immigrants are not skilled workers in the way that term is generally used. But even if not professionals or in skilled trades, those who strive to make a decent life here are welcome.
Btw, I think you're misreading "magnet for the skilled and striving." That's two distinct categories, not one: We welcome not only those who are skilled but those who are striving.
