Yes to all of this, and also I think religion may play a role. My hunch is that the dominance of mainline Lutheranism acted as something of a bulwark against Christian Right politics in the 1980s and ‘90s, in turn helping to both dampen right-wing GOP attitudes + maintain emphasis on social welfare.
