After months of wrangling and an epic list of delays, the Commission has finally released its Industrial Accelerator Act.
This could turn into one of the EU’s most consequential industrial policy files in years - and the proposal is honestly not a bad place to start.
Some quick thoughts:

Dahl & Knepper (AER) find that when “outside options shrink,” victims underreport; “the threat of retaliation” shapes who dares to file a claim.☹️

Und Europa wird von beiden derzeit zerrissen, weil es sich nie entscheiden konnte, ob es eine klar erneuerbar-demokratische Macht sein will.

Tariffs on solar panels have been even worse than I thought. Never mind the environmental cost, the pass-through rate to US consumers was more than 100%.
Each $1 of tariff cost US solar customers $1.17.
US consumers bore 96% of the cost of the 2025 Trump tariffs.

I was shocked when I first saw these results from standard climate models used in IPCC reports: for high emissions, the Atlantic overturning circulation #AMOC shuts down in all 9 models that ran past 2100, and is well on the way to shutdown by 2100.

Fuel and carbon prices are typically assessed based on their effectiveness in reducing emissions, while their broader societal benefits often go overlooked. This column evaluates one of the world’s largest environmental tax experiments – Germany’s eco-tax reform – and finds that it led to sizable reductions not only in carbon emissions but also in harmful local air pollutants. Estimates reveal that two-thirds of the monetised benefits of the eco-tax stemmed from health gains linked to cleaner air and accrued disproportionately to lower-income and more polluted areas, suggesting that fuel taxes can deliver pro-poor environmental gains, even when their cost incidence is regressive.
Germany's eco-tax reform led to sizable reductions not only in carbon emissions but also in harmful local air pollutants. Benefits accrued disproportionately to lower-income and more polluted areas.
