I understand the premise. My reply is personal opinion - imho, true consciousness can only exist within biological life forms, and *personally* I believe we run the risk of mistaking procedural sequencing being able to make itself sound like self-awareness, which machines are incapable of.

2) imho, a program which has elements of its program to make it take account of why or how it is making decisions is not actually "aware" of those decisions, it has just accounted for them as part of its program sequencing.

Well we do need to be war ready - Russia under Putin is 100% planning to seize more of Europe and that means although Russia has zero capacity to seize British territory they will continue to conduct cyber, proxy and hybrid attacks against us - if we are not seriously careful, infrastructure denial.
